A political and social crisis erupted in Bolivia around the elections of October 20, 2019, which included violence and human rights violations.
An observation visit to Bolivia was conducted by the IACHR over the period November 22–25. At the end of that visit, the IACHR identified several serious human rights violations and recommended the creation of an Interdisciplinary Group of Independent Experts (GIEI), to enable an international investigation.
The Interdisciplinary Group of Independent Experts for Bolivia (GIEI-Bolivia) was created on December 12, 2019, through an agreement between the IACHR and the State. It sought to support investigations into the acts of violence and human rights violations that had happened in the country over the period September 1–December 31, 2019.
During the first two weeks where the GIEI-Bolivia was operational, it held meetings and public hearings with State authorities, civil society organizations, and victims and their families. It visited La Paz and El Alto, Cochabamba, Chapare, Santa Cruz, Montero, Potosí, and Sucre. And it drafted a broad work plan and specific investigation plans about the events in question.
On August 17, the GIEI-Bolivia filed its Final Report, with 36 recommendations. In particular, the report urged the State and the IACHR to create and implement a national monitoring mechanism and a special monitoring mechanism—in the framework of the inter-American human rights system—to foster and monitor compliance with the recommendations held in that report (particularly recommendations 35 and 36).

The mechanism to monitor the implementation of the recommendations made by the GIEI-Bolivia (MESEG Bolivia) was set up on March 22, 2022, in compliance with recommendations 35 and 36 held in the GIEI-Bolivia's Final Report. The goal of the MESEG Bolivia was to monitor compliance with those recommendations.
A total of 23 virtual meetings were held with victims and victim organizations, to show them MESEG Bolivia's Work Plan and to obtain from them information about compliance with the recommendations held in the GIEI-Bolivia's Final Report.
Over the period August 15–19, 2022, the MESEG Bolivia conducted a first technical visit to the country, to gather data about progress made to implement the recommendations made in the Final Report. The MESEG Bolivia met with State authorities and with victims and their families in the cities of La Paz, El Alto, Cochabamba, and Santa Cruz.
The IACHR's technical staff took part in four court hearings concerning events mentioned in the GIEI-Bolivia's Final Report, with the aim of monitoring progress made in judicial proceedings.
Three virtual meetings were held with victims and victim organizations, to get updates about progress made to implement the recommendations held in the Final Report, as well as to prepare country visits scheduled for November 2022 and January 2023.
Over the period November 22–26, the MESEG Bolivia conducted a second technical visit to the country, to get updates about the implementation of recommendations and to meet with State authorities and with victims and their families.
Over the period January 24–26, 2023, the IACHR conducted a high-level visit to Bolivia (in the context of the MESEG Bolivia's efforts), to meet with State authorities, victim organizations, and other relevant stakeholders and to gather data about progress made and challenges encountered to implement the recommendations made in the GIEI-Bolivia's Final Report. The IACHR delegation for this visit was made up of Commissioner Joel Hernández (the IACHR's Rapporteur for Bolivia), IACHR Executive Secretary Tania Reneaum, and the MESEG Bolivia technical staff.
The IACHR is set to publish—one year after launching its mechanism to monitor the implementation of recommendations made by the GIEI-Bolivia—a report to provide greater detail concerning progress made and pending challenges. This report is intended as a set of technical guidelines to enable the Plurinational State of Bolivia to comply with the recommendations held in the GIEI-Bolivia's Final Report.
