Washington, DC—On December 20, 2025, the Inter-American Commission on Human Rights (IACHR) adopted Follow-up, Extension, and Partial Lift Resolution 95/2025, concerning the situation of Vicente Iván Suástegui Muñoz and his family in Mexico (MC-990-21).
In this resolution, the IACHR assessed whether the risks faced by Suástegui Muñoz——who had been missing since August 5, 2021—and his family persisted, particularly after his brother Marco Antonio Suástegui Muñoz, also a beneficiary of precautionary measures granted by the IACHR, was murdered in April 2025. The IACHR took into consideration persisting threats and harassment against various members of the family, including Samantha Valeria Colón Morales, the partner of Vicente Iván Suástegui Muñoz.
In this context, the IACHR decided to continue to monitor the precautionary measures it had granted in 2021, and also to expand them. The IACHR further condemned the murder of Marco Antonio Suástegui Muñoz and lifted precautionary measures in his favor.
The IACHR found that State efforts in the search and investigation concerning Vicente Iván Suástegui Muñoz had been positive, as had the implementation of various measures to protect and support relatives who were beneficiaries of protection measures granted by the IACHR. However, the IACHR noted that risks persisted and that it was necessary to strengthen protection measures in this context.
After assessing the legal and factual allegations in this case, and in keeping with Article 25 of the its Rules of Procedure, the IACHR asked the State of Mexico to take the following action:
The IACHR is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
