OAS Electoral Mission in Honduras Calls for Ensuring Adequate Conditions for the Work of Electoral Authorities
November 4, 2025
The Electoral Observation Mission of the Organization of American States (EOM/OAS) in Honduras, headed by former Foreign Minister of Paraguay Eladio Loizaga, expresses its concern over the actions announced by the Public Prosecutor’s Office, which undermine the autonomy of electoral authorities. In this regard, protecting the personal integrity of these officials and their families is a central responsibility of State authorities and a necessary condition for a democratic process.
In this context, the OAS Mission calls upon Honduran institutions, especially judicial bodies, to guarantee the safety of all electoral officials against any persecution arising from the exercise of their duties. Any action that endangers the people’s trust in democracy must cease immediately.
The EOM/OAS has also observed frequent actions and statements—practically on a daily basis—that generate uncertainty and destabilize the electoral process. In this regard, the Mission urges all political forces to focus their efforts constructively in favor of Honduran democracy. Additionally, the Mission considers it essential that the Armed Forces of Honduras provide technical support to the electoral authority, as they have done in previous electoral processes in accordance with the Constitution of the Republic.
The EOM/OAS will continue to monitor the implementation of activities related to this electoral process and will maintain a broad presence throughout the national territory for the general elections on November 30.
