OAS SECRETARY GENERAL PARTICIPATED IN THE OPENING OF THE XIII ANNUAL CONFERENCE OF THE ANDEAN DEVELOPMENT CORPORATION

The Secretary General of the Organization of American States (OAS), Mr. José Miguel Insulza, on Wednesday participated in the opening of the XIII Annual Conference of the Andean Development Corporation (CAF), sponsored by the OAS and the Inter-American Dialogue foundation, on “Trade and Investment in the Americas”. Mr. Insulza spoke alongside the CAF Executive President, Mr. Enrique García, and the President of the Inter-American Dialogue foundation, Mr. Peter Hakim.

Secretary General Insulza delivered remarks regarding current issues in the region, and stressed particularly the need to study the quality of democracy in the area and to find ways to improve it. “We have grown much in democracy, we have had many elections in the last few years. That part of democracy is a big success. But we also have a problem in those areas in which democracy is also being challenged, according to the Inter-American Charter,” he said.

“The main issue is governance. If our goal is to have democratic republics, in the sense of the Rule of Law, the stability of institutions, of respect for those institutions and not personalization of power, then in that aspect we are not doing very well. We are doing very well in democracy, but in many countries we score low on republic,” he added.

In the view of Secretary General Insulza, governments in the region should ask themselves: “How do we really stabilize our region so that it becomes a region in which it is safe to live, in which democracy has fewer ups and downs and in which investment is safe and foreseeable?”

The Annual CAF Conference showcases several personalities and experts in a series of debates and conferences regarding current issues in the political and economical agenda of the region.

Besides taking part in the presentation of the Conference, Secretary General Insulza will participate in two other events of the Conference on Thursday, September 10: At 8.30 EDT (12.30 GMT) Mr. Insulza will introduce the lecture delivered by US Senator Richard Lugar; at 13.00 EDT (19.00 GMT) he will deliver a speech, titled, “The Challenges facing the Consolidation of Democracy in the Region and the Future of Hemispheric Integration.”
