
The requesting organization expressed concern regarding the situation of violence, organized crime, and citizen insecurity in Haiti. It noted that chronic political instability has allowed for the proliferation of organized criminal groups that engage in illegal activities, including assassinations, kidnappings, sexual violence against children, women and the trafficking of drugs and weapons. Further, as a result of this violence, thousands of Haitians are internally displaced and are forced into temporary camps under unsanitary conditions, where the right to food, healthcare and education are significantly affected.
The State highlighted that despite persistent challenges of violent crime and widespread displacement, it remains resolute in addressing the escalating violence, even with limited resources. It noted that efforts are underway to restore democratic institutions, underscoring its commitment to safeguarding citizens and returning stability to Haiti.
The IACHR stressed the need for comprehensive citizen security planning that protects both current and future generations and urged the State to adopt protocols that prioritise the safety of children. It also emphasised the need for an effective judicial system in Haiti.
