The status of Permanent Observer to the Organization of American States was
established by the
General Assembly at its first regular session, held in San José, Costa Rica,
in 1971 [AG/RES. 50 (I-O/71)]. Permanent observers participate in the
Organization’s activities and contribute to its programs.
December 13, 2011- NEW PERMANENT OBSERVER OF ITALY TO THE OAS PRESENTS CREDENTIALS
Ambassador Sebastiano Fulci today presented to the
Secretary General of the Organization of American States (OAS), Jose
Miguel Insulza, his credentials as the new Permanent Observer of Italy
to the Hemispheric Organization.
In a ceremony held at OAS headquarters in Washington, DC, the Italian
diplomat said that the Americas is the “continent of the future”, as
shown by “the political presence and economic impulse that the region
has experimented in the last few years”. He also highlighted the
strength of “the relations that unite us with the counties and people of
the Hemisphere.”
Furthermore, Ambassador Fulci emphasized that the OAS “traditionally
dedicates much attention to the consolidation processes of peace and
democracy, to the support of social politics, to the processes of
regional integration, and to the strengthening of cooperation with the
European Union, areas in which Italy can offer strategic and operative
support in matters of good practice and joint projects.”
Secretary General Insulza thanked the Italian government for the
appointment of Ambassador Fulci as Permanent Observer and expressed his
interest in broadening the cooperation with the European country on
projects developed by the OAS “related to political and democratic
development, fair elections, and human rights.” Italy, he added, “is one
of the countries from which we have inherited and learned many things.”
Also present at the event were OAS Assistant Secretary General of the
OAS Albert Ramdin; the President of the Permanent Council and
Representative of Guyana, Ambassador Bayney Karran; and Permanent
Representatives of Ecuador, El Salvador, Grenada, Peru and Uruguay.

October 25, 2011 - OAS SECRETARY GENERAL MEETS WITH AMBASSADOR OF FINLAND
The Secretary General of the Organization of American
States (OAS), José Miguel Insulza, met today with the Ambassador of
Finland to the United States, Ritva Koukku-Ronde, at the Organization’s
headquarters in Washington, DC, to talk about the priorities of the OAS
in the Western Hemisphere and possibilities for cooperation with the
government of the European country.
During the first meeting between the head of the OAS and Ambassador
Koukku-Ronde, who assumed her current post on September 1st, 2011, and
is also Permanent Observer to the Organization, the two spoke about the
subject of electoral observation conducted by the hemispheric
organization in the countries of the region. They also spoke about the
Inter-American Democratic Charter and the positive impact it has had
since its signing in 2001, on the defense of human rights and the
promotion of democracy, and in general on current affairs in the
hemisphere.
Secretary General Insulza thanked the Government of Finland for its
important contributions to the Electoral Observation Missions (EOM)
deployed by the Organization in its Member States. For her part, the
European Representative asserted that her country’s government is
committed to collaborate with the multilateral institution and shared
her Government’s wish to continue working with the multilateral
organizations of the region and the Inter-American System headed by the
OAS.

During the Regular Session of the OAS Permanent Council,
the Member States approved the request of the Republic of Albania to
receive the status of Permanent Observer to the OAS. Albania will be
represented by the Ambassador to the White House.

The Government of South Korea and the Organization of American States
(OAS) today signed a Memorandum of Understanding (MOU) in which the
Asian country presented the Organization with a contribution of $190,000
dollars to be used for the Orchestra Program for Youth at Risk in the
Caribbean, specifically for the chapter in Haiti.
The agreement was signed in Washington, DC by the Director of the OAS
Department of International Affairs, Irene Klinger, and the First
Secretary and Alternate Observer of the Embassy of South Korea, Kyoo Ho
Lee, who made the donation on behalf of the South Korean Ministry of
Foreign Affairs and Trade.
The Orchestra Program for Youth at Risk was created with the objective
of reducing juvenile crime and violence in the Caribbean by promoting
the development of youth’s cognitive, musical, personal and social
skills.
On behalf of the OAS Secretary General, José Miguel Insulza, Irene
Klinger thanked the South Korean Government for the donation and noted
the great interest the program is stirring up in the region.
First Secretary Kyoo Ho Lee stressed that “the contribution is very
significant for us because education is very important,” and praised the
characteristics of the program and its positive effects, which in his
view will maximize the donation to its fullest extent.
The Secretary General of the Organization of American States (OAS), José
Miguel Insulza, today received from the hands of the Permanent Observer
of Azerbaijan to the OAS and Ambassador to the United States, Yashar
Aliyev, and from the Permanent Representative of Azerbaijan to the
United Nations, Ambassador Agshin Mehdiyev, a donation of 20,000 dollars
for OAS programs on peace, human rights, and children and youth.
More specifically, 10,000 dollars will go to the Inter-American
Children’s Institute; 5,000 to the OAS Peace Fund; and another 5,000 to
the Inter-American Commission on Human Rights (IACHR).
In a ceremony held at OAS headquarters in Washington, DC, Secretary
General Insulza also addressed issues of current affairs in the American
continent with the representatives of Azerbaijan, which became an
Observer Country of the hemispheric organization in 2001 and is in the
process of strengthening relations with governments of the region.
The Secretary General
of the Organization of American States (OAS), José Miguel Insulza, met
today with the Vice-Minister of Foreign Affairs of Israel, Daniel Ayalon,
in the framework of the Forty-First Regular Session of the General
Assembly of the Organization, held in San Salvador. The Assembly, whose
leitmotiv is “Citizen Security in the Americas,” ends today.
The two discussed food security, health, agriculture, and Israel’s
relations with countries in the region and exchanged views on the
subject of citizen security. The representative of the Israeli
government also told Secretary General Insulza that he admired the OAS
for its ability to highlight the success of democracy in the Americas,
an example other regions could benefit from, he said.
Also taking part in the encounter at the International Convention Center
(CIFCO), where the region’s Ministers of Foreign Affairs are meeting,
were Eliar Benjamín, from the Embassy of Israel to the United Status,
and Doris Sharif, Director for Latin America of the Ministry of Foreign
Affairs of Israel.
The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today presided over a meeting of the Member States of the OAS with the Permanent Observers accredited to the organization and the Minister of Foreign Affairs of El Salvador, Hugo Martínez, in the framework of the 41st General Assembly being held in El Salvador. At the meeting, opinions and information were exchanged on the subject of the summit meeting of the OAS--Citizen Security in the Americas--and emphasis was placed on the importance of cooperation by the observer countries in the priorities being developed by the hemispheric organization. Secretary General Insulza expressed his gratefulness to the observer countries for the contributions they make in strengthening institutions in the region "to make this a place with greater justice, greater security, and greater democracy."
May 18, 2011 - OAS SECRETARY GENERAL MEETS WITH HEAD OF MASHAV
The Secretary General of the Organization of American States (OAS), José
Miguel Insulza, met today with the Head of the Center for International
Cooperation of Israel (MASHAV), Ambassador Haim Divon, in his office in
Washington, DC to talk about the support MASHAV has been providing to
the Young Americas Business Trust (YABT), an affiliate of the OAS, and
about the current political situation in the Western Hemisphere.
During the meeting, Ambassador Divon, who is also Deputy Director
General of his country’s Ministry of Foreign Affairs, expressed his wish
to Secretary General Insulza to continue collaborating with the
Organization and its affiliates, and reiterated his government’s
interest in strengthening relations with the countries of the American
continent, with many of which he said Israel has excellent relations.
For his part, Secretary General Insulza thanked the visit of Ambassador
Divon and his delegation and offered a summary of the issues of greatest
significance on the hemispheric agenda, as are the situation of Honduras
before the OAS and its possible return to the hemispheric Organization,
the economic growth the region is experiencing, and the issue of crime
and organized crime that countries are facing, the principal theme of
the upcoming OAS General Assembly, to be held June 5 to 7 in San
Salvador.
May 18, 2011- FORMER YUGOSLAV REPUBLIC OF MACEDONIA BECOMES 66TH PERMANENT OBSERVER
The Former Yugoslav Republic of Macedonia became the
66th Permanent Observer of the Organization of American States (OAS)
today, when the Permanent Council approved its application during a
meeting held at Organization headquarters in Washington, DC.
The Ambassador of the Former Yugoslav Republic of Macedonia to the
United States, Zoran Jolevski, expressed on behalf of his Government his
appreciation for the approval of the European country as an OAS
Permanent Observer.
“By requesting and acquiring the status of a Permanent Observer the
Republic of Macedonia has demonstrated its continuing commitment to
actively engage and to contribute to common efforts to finding responses
to common challenges,” the diplomat said.
Ambassador Jolevski acknowledged the role of the OAS in promoting peace
and security, strengthening democracy, protecting and promoting human
rights, fighting poverty and other causes, and affirmed that “it is in
Macedonians’ strong interest to make a continued contribution to the
organization’s activities in some of those areas, and at the same time
we are showcasing our interest in strengthening economic, commercial,
and cultural ties with the countries of the Americas.”
The Former Yugoslav Republic of Macedonia is located in the central
Balkan Peninsula in Southeastern Europe and was one of the successor
states of the former Yugoslavia, from which it declared independence in
1991. Its population is about two million people, of which a little more
that 500 thousand live in its capital, Skopje.
The status of OAS Permanent Observer was established during the General
Assembly held in San José, Costa Rica, in 1971. Permanent Observers
participate in all of the Organization’s activities and contribute to
its programs.
May 18, 2011 - OAS TO OFFER PROFESSIONAL DEVELOPMENT AND EDUCATIONAL SCHOLARSHIPS IN NEW YORK, ISRAEL AND NETHERLANDS
The Organization of American States (OAS) has
partnered with the Government of Israel, Dowling College of New York,
and the International Institute of Social Studies of Netherlands to
offer professional and educational scholarships through three programs
in its Department of Human Development, Education and Culture.
Following, a description of the scholarships offered:
Israel
As part of its collaboration strategy in matters of human capital
formation, the OAS and the Government of Israel, through its
International Cooperation Agency (MASHAV), will offer scholarships for
the course titled, “Integración Social de Jóvenes Marginales” (“Social
Integration of Marginalized Youth”). The course, which will be taught in
Spanish, will be held from September 5 to 27, 2011, at the headquarters
of the International Institute for Leadership, Histadrut, in Israel, and
is aimed at Directors of institutions or departments responsible for
social integration policies for youth. The objective of the course is to
present and study existing models in Israel for the social and economic
integration of marginalized youth with a view to adapting them to the
Latin American reality, in both the national and municipal scopes, the
formal and informal education systems, and the social welfare, justice
and penal systems.
Scholarship recipients will be selected from among the candidacies
received by the Department of Human Development, Education and Culture
of the OAS through National Liaison Offices (NLO) in the different OAS
Member States. The deadline for receiving applications in Washington, DC
is July 29, 2011.
United States, New York
As part the OAS Partnerships for Education and Training Program and in
association with Dowling College of New York, 20 scholarships will be
offered for an Advanced Degree in Computers for Education (Instructional
Technology) for citizens or permanent residents of any OAS Member State.
The 10-month-long program, taught in English, is aimed at higher
education instructors, as well as primary and secondary teachers, and
social agency educators. The course has for its objective to enrich the
teaching strategies of participants by providing them the ability to
incorporate a variety of technological activities in their daily
teaching plans and learn new steps that can be used to improve the
process of teaching/learning inside the classroom, lectures by
professors, library and studying at home.
Interested parties must present their application for admission to
Dowling College before June 1st, 2011, and the request for OAS
scholarship before June 30. The program begins August 1st with a
two-week in-person initial component before continuing entirely online.
The scholarship will cover materials, equipment, and room and board
during participants’ stay at Dowling College, and reduced tuition costs.
Netherlands
As part of the OAS Partnerships for Education and Training Program, and
in association with the International Institute of Social Studies (ISS)
of Netherlands, two postgraduate studies scholarships will be offered to
citizens or permanent residents of any OAS Member State. The
scholarships will cover 60 percent of tuition and will be granted for
the Master in Development Studies program, designed for those who wish
to further their professional career or continue towards doctorate-level
studies. It includes the study of the most recent theories and debates
in the area of specialization the student chooses, and the methods of
application of this knowledge to practical issues of development and
social change. This degree offers a strong and balanced formation,
academic and professional, relevant in the theory and methods for
development studies.
The 16-month-long program begins in September and will be taught in
English. The deadline for applying is June 15.

The Secretary
General of the Organization of American States (OAS), José Miguel
Insulza, today met with the Minister of Foreign Affairs of Serbia, Vuk
Jeremic, and talked about the principal international conflicts as well
as specific issues related to Serbia and its relationship to OAS Member
States.
During his visit, Minister Jeremic reiterated his country’s desire to
continue building ties with Latin America and the Caribbean through the
OAS, and referred to a series of meetings he will be holding with
leaders of the region during 2011. In this context, he confirmed his
participation in the OAS General Assembly to be held in June in San
Salvador.
The Secretary General, for his part, referred to the role of the OAS in
supporting the political stability of Haiti, and said he was very
pleased with the initiatives the Balkan country has taken to strengthen
its relationship with the Western Hemisphere.
At the meeting, held at OAS headquarters in Washington, DC, the Serbian
minister invited Secretary General Insulza to be a guest of honor during
the Week of Latin America his country celebrates in December. The
Serbian Republic has been an OAS Permanent Observer since September
2002, and ever since has supported the organization’s activities, mainly
those related to electoral observation.
January 25, 2011 - OAS SECRETARY GENERAL MEETS WITH SPAIN'S MINISTER OF
FOREIGN AFFAIRS AND COOPERATION
The Secretary General of the Organization of American States
(OAS), José Miguel Insulza, and the Minister of Foreign Affairs and Cooperation
of Spain, Trinidad Jiménez, today signed the Joint Operational Plan for
Cooperation between the Government of Spain and the hemispheric organization.
Following the signing ceremony, held at OAS headquarters in Washington, DC,
Secretary General Insulza and Minister Jiménez discussed issues pertaining to
the current regional policy agenda, among them to Haiti.

January 13, 2011- OAS SECRETARY GENERAL MEETS WITH
SPAIN'S SECRETARY GENERAL FOR DEFENSE POLICY
The Secretary General of the Organization of American States
(OAS), José Miguel Insulza, met today with the Secretary General for Defense
Policy of the Spanish Ministry of Defense, Luis Manuel Cuesta Civis, who was
accompanied by other officials from that division and by the Permanent Observer
of Spain to the hemispheric organization, Ambassador Javier Sancho.
At the meeting, held at OAS headquarters in Washington, DC, participants
discussed issues on the current hemispheric agenda that are also relevant to the
OAS, including the situation in Haiti a year after the earthquake, efforts to
succeed in reinstating Honduras to the hemispheric body, the situation of
security and crime in Central America and the Caribbean, and the humanitarian
demining efforts in which Spain has been supporting the OAS. In this context,
the representative of the Spanish government announced that in upcoming days a
series of training sessions will be held near Madrid for demining experts from
OAS Member Countries.
